Overpayment Empty Overpayment

If you are awarded benefits and it is later determined (4 months later) that you were not qualified for such benefits do you have to pay them back and if so, how do you know? Do they include that as part of the determination letter or do they wait until all appeals have been exhausted and last decision is final...

Also, if repayment is necessary, how do they go about collecting it? 4 months of benefits is a big chunk of money for lump sum payment and what if person is still unemployed?
