UNEMPLOYMENT PROCEDINGS

Where can I find the "rules" that the hearings, appeals etc. are governed by?
By rules, I mean what the officer/judge/referee (or whatever title he/she esteems themself with) must, can and can't do during a hearing, like recording the session, admitting evidence, swearing in witnesses, objections etc.
Is that outlined in the statute, can I request them from the local office or do I have to belong to the secret society known as the ESC?

Normally any rules for hearings are not contained in the statutory law, but instead in regulations issued by the agency responsible for administering that law. If I recall correctly, you are in North Carolina. Go here:

Scroll down to the section that has the heading Governmental Relations. Under that section is a link to ESC Regulations. Click it. This will download a Word document that should answer your question.
